Why Eidsvold and Norge had no heavy reserve

The older Tordenskjold class had become training ships and was declared unfit for war, leaving Eidsvold and Norge as Norway's strongest combat vessels.

Notes

Norway's shortage of heavy ships was worse than the three-ship counterfactual initially suggests. The older Tordenskjold-class coastal-defence ships had become training vessels and were declared unfit for war in the mid-1930s. Eidsvold and Norge were therefore the Navy's largest and most powerful combat-capable units at Narvik. The failure to maintain or replace them left no comparable reserve pair ready to take their place.
