The Tobacco Planting and Plantation Trade Act of 1670 prohibited tobacco cultivation in England and imposed annual reporting duties on colonial governors. Governors had to send customs authorities in London lists of ships loading commodities in their plantations. They also had to report the bonds taken for those shipments. Together, the returns identified the vessels using colonial ports and the declared movements of their cargoes. Although not always classified as a Navigation Act, this measure formed part of the same system of trade regulation.
