Repeated work on minimal carriers could remain useful even when the Navy did not intend to build the paper designs in peacetime. Parts of that work contributed to Unicorn and later light fleet carriers. Maintaining an option for rapid carrier construction gave the design effort a purpose beyond immediate procurement.
