Chapter · 29:34-34:30

A tiered reserve model for fleet readiness

Capabilities used rarely could be matched to different reserve tiers, giving the fleet contingency options without disrupting every active ship's maintenance cycle.

Notes

The closing proposal sorts capabilities by how often they are needed and whether a regular core can keep each reserve tier viable. Exercises, stored ships, trained personnel, and shore facilities would keep the tiers active. A land-based Type 45 training facility is offered as one way to maintain skills without taking an operational destroyer to sea. If an active ship had to reinforce the Strait of Hormuz, a reserve Type 23 could cover an on-call or lower-risk task that would otherwise disrupt another active ship's maintenance cycle. That slack would preserve active vessels for demanding missions and protect their maintenance schedules.
