Three Admiral-class carriers before the Washington treaty

Restarting all three suspended Admiral-class hulls as carriers would change the fleet Britain brought to the Washington negotiations.

Notes

The remaining Admiral-class battlecruisers were suspended in March 1917 and cancelled in February 1919. Clarke considers an alternative decision in 1918: restart all three as carrier conversions, either alongside Eagle or in its place. Britain would then approach the Washington negotiations with three large carrier conversions already under way. The treaty would have to account for that different programme, creating another route to a larger interwar carrier force.
