Fourteen Sverdlovs were completed, about twenty-one hulls entered construction, and the planned total varies with the counting method. The program contracted as purpose-built missile cruisers began to supersede gun cruisers. The class belonged within Stalin's projected force of carriers, Stalingrad-class battlecruisers, and multiple light cruisers rather than standing as an isolated anachronism. Such groups could have forced NATO to dispatch superior formations across the South Atlantic, Indian Ocean, or Pacific. Before attack submarines became routinely available, a superior Allied carrier or surface group would have been needed to hunt each formation, diverting strength from the European theater.

The larger Soviet task-group vision behind Sverdlov
Planned Sverdlov numbers make more sense beside Stalin's projected battlecruisers and carriers, which could have formed powerful distant task groups before nuclear submarines matured.
