The cruisers could reinforce coastal forces and lead task groups. Later ballistic-missile-submarine bastion doctrine should not be projected backward into their design. In peacetime they displayed Soviet industrial power, cultivated overseas relationships, and trained crews for distant operations. That training mattered because the Soviet Navy was still building blue-water experience rather than deploying a finished global force. In war, even a few cruisers in separate oceans could divert NATO forces away from the decisive European theater. Friendly regimes, ports, and pre-positioned supplies could also give Soviet raiders support that German surface raiders had lacked.
