Bismarck was limited by industry, not a treaty ceiling

Unlike treaty navies working to an agreed displacement, Germany was already pushing battleship construction toward what its infrastructure and industry could support.

Notes

After its exaggerated armour is reduced, the simulated Bismarck derivative is compared with the historical ship. The game design still reaches about 60,000 tons fully loaded, roughly 10,000 tons above the historical figure. Germany was not treating a treaty limit as the controlling design ceiling; the practical boundary was what its yards, infrastructure, and industry could build and support. Granting another 10,000 tons would require a different industrial programme rather than provide a free improvement to Bismarck.
