Clyde infrastructure work and three proposed floating docks are intended to support out-of-water engineering for successive submarine classes. Devonport investment covers maintenance docks, recycling and long-term support. Expanding submarine manufacturing also requires more usable space at Barrow, whose confined site is identified as a constraint. Existing dry docks elsewhere still need maintenance and upgrades before they become useful capacity. The plan additionally proposes expanded reactor-core manufacturing in Derby and £290 million for nuclear skills.

The nuclear programme's supporting investments are examined as physical dock capacity, shipyard space, reactor manufacturing and workforce development.
