Standardization trades perfection for production

The counterfactual works only if Germany resists constant redesign and accepts a merely adequate common platform across its armed forces.

Notes

A common hull will not be optimal for every battleship and carrier role. Its advantage is a faster and cheaper production cycle, with changes admitted only when essential. The counterfactual therefore requires German institutions to value standardization and output over repeated attempts to perfect each design. Without that institutional change, repeated alterations would erase the common hull's production advantage.
