Individual aircraft performance mattered little when Sweden possessed only a few examples of a type. The two Heinkel HD 16 torpedo aircraft could be technically interesting yet militarily negligible in such numbers. Sweden was buying foreign designs, building some aircraft locally, and trying to acquire the skills needed for domestic production. Its leaders still lacked a compelling rationale for air power because they did not regard war as likely. That institutional problem explains the later mixture of imported and Swedish-built aircraft.

Small air fleets as a strategic problem
Two Heinkel HD 16s illustrate why tiny aircraft batches mattered less for specifications than for Sweden's attempt to create a domestic air arm and discover what roles it needed.
