Shipboard rumors can reveal organizational silos

Routine helicopter movements become sinister stories when poorly connected departments lack accurate information about passengers and crew.

Notes

Helicopters may serve ordinary purposes such as moving high-paying guests, evacuating an ill person, or transferring crew. On a well-run ship, departments communicate enough for accurate scuttlebutt to explain those movements. A poorly maintained or divided organization instead develops an us-and-them culture in which one section cannot interpret what another is doing. Helicopters are also implausibly conspicuous smuggling tools because they attract attention and operate under close maintenance and regulatory scrutiny.
