An emergency landing does not create a sustainable embarked air group. Multiple helicopters require a ship sized and staffed for their hangars, maintenance, stores, and complementary roles. A Type 26 may have enough deck area for a Chinook to land without carrying one as its normal helicopter, which separates temporary landing compatibility from sustained basing. Routine F-35B operation adds concentrated exhaust heat, cooling and deck protection, specialized support equipment, and far more space than a conventional destroyer flight deck normally provides.

Routine aviation capability has to be designed into the ship
A large landing spot does not by itself give a destroyer the hangar, heat protection, fuel, weapons, maintainers, and deck systems needed to operate several helicopters or an F-35B routinely.
