Would treaty navies have benefited from separate battleship and battlecruiser limits?
Short answerBritain saw advantages, but the United States feared that separate ratios would produce new allocation disputes and fleet imbalances.
NotesSeparating battleships and battlecruisers was not an alien idea to British negotiators. The difficulty was assigning ratios and preventing each power from exploiting the category that best suited its fleet. The United States worried that unequal allocations would create new imbalances. Britain might later have traded battleship allowance for battlecruisers just as it sought more light cruisers at the expense of heavy cruisers.
