A ship's designer may not receive its building contract

Choosing a warship design and awarding its construction can be separate decisions, with consequences for continuity of technical knowledge.

Notes

Identifying the firm developing a proposed Kingston-class replacement does not establish where it would be built. The construction contract could still go to another company. The concern raised is that a government can praise a design while awarding its construction to a firm with less understanding of it. Keeping design knowledge connected to the building yard is therefore a separate consideration from choosing the design itself.
