Russian rebuilding delays the naval treaty

Russia's effort to acquire German facilities and rebuild its fleet pushes an arms-control agreement into 1924 or 1925.

Notes

If the German fleet is still scuttled at Scapa Flow, Russia may gain yards without receiving the modern ships it wanted as war prizes. That mismatch would leave the empire with industrial facilities but an urgent need to replace and expand its own fleet. A Russian building program then prompts other powers to continue construction while diplomats struggle to define the empire's status. The resulting delay pushes a plausible naval agreement from 1922 into roughly 1924 or 1925.
