A roughly 25,000-ton ceiling initially suits the new Gangut class with its twelve 12-inch guns. Russia's strategic problem is not simply battle power, however, but moving useful forces among the Baltic, Black Sea, northern waters, and Pacific. Even if fuel and feed water are excluded from standard displacement, the space and armour around their tanks still use tonnage. Some fuel tanks might sit outside the armour for early consumption, but once emptied they hold reactive fumes and create a different hazard. Long-range requirements therefore push Russian designers toward ships larger than the nominally convenient cap.

Russia's Ganguts fit the limit, but its global requirements do not
The Gangut design sits close to the proposed limit, but Russia needs endurance and protection for deployments between widely separated fleets.
