Rodney continued to suffer numerous defects despite being one of Britain's newer battleships. Extensive modernization plans were considered in 1944, but the ship's difficult and expensive condition made the work unattractive. Resources went instead to HMS Vanguard and Queen Elizabeth-class refits. Wartime planners judged those other projects a better use of scarce labor and materials.

Rodney loses modernization resources to higher priorities
Extensive 1944 plans are abandoned because Vanguard and more tractable Queen Elizabeth-class ships promise a better return on scarce resources.
