A reserve fleet needs crews and dockyards

Osmaniye's history shows that reserve warships require trained personnel, maintained dockyards, and time in dry dock before they can fight.

Notes

A British naval attaché estimated that Ottoman dockyards might take six months to place even five ironclads in service. A reserve ship needs more than a nominal crew: it also needs experienced regulars, reservists who know the vessel, and dockyard capacity. Before sailing on operations, a long-idle warship should be inspected in dry dock and may require repair. Fleet lists conceal this gap between ships held in reserve and ships ready for combat.
