Naval research must be balanced against ships in service

Armor forging, fire control, radar, boilers, and minefields compete for funding, but technical investment only matters if the navy also builds enough ships to use it.

Notes

The research screen presents armor production, torpedo control, rangefinding radar, boilers, and mine warfare as simultaneous demands. Sustained investment can improve the sensors, machinery, and weapons fitted to future ships. Heavy research spending can still leave the fleet without enough hulls for operations. Modernization has to balance better equipment against the number of ships available for service.
