Reconnaissance needs redundancy. A single scout gives an independently operating ship valuable reach, but one mechanical failure can remove the entire capability. A modern warship that relies on one helicopter for reconnaissance has the same weakness, especially because helicopters are not particularly fast. The loss of the Arado was a crippling blow that arguably reduced Graf Spee's chance of returning home still further.
