Procurement criteria omit strategic need and combat utility

Five Treasury criteria are examined for what they leave out: whether a capability is strategically necessary and effective in combat.

Notes

Research, frontier industries, market competitiveness, skills, and place may describe economic benefits. They do not establish military utility. Acquisition becomes regional or industrial policy when those criteria lead the decision. A marketable project should still have to prove that the armed forces need it and that it contributes to combat effectiveness.
