Procurement as a measured deterrent signal

Modern maritime patrol aircraft and frigate examples show how additional defensive capacity can signal commitment without resembling a capital-ship arms race.

Notes

Contemporary British procurement shows how construction can act as a graduated political signal. Doubling the maritime patrol aircraft order would improve maritime security and anti-submarine warfare without looking like a major offensive build-up. Expanding the Type 26 programme from eight to twelve frigates would be a stronger commitment, but the additional batch would still arrive over time. Announcing ten new aircraft carriers would imply a very different level of ambition and escalation. A treaty that treats construction mainly as a danger can suppress these proportionate signals.
