A 1936 recommendation considered striking principal ships at Pearl Harbor with carrier aircraft and flying boats at the opening of war. Isoroku Yamamoto's earlier one-way torpedo-bomber concept developed into Minoru Genda's attack plan, which prioritized carriers and land-based aircraft to secure roughly six months of freedom of action. These proposals show that Taranto did not suddenly create the Japanese idea of attacking Hawaii, although later experience could refine its methods. The developed plan required the entire carrier force, shallow-water torpedo solutions, operational surprise, and difficult North Pacific replenishment.
