Modern Portsmouth still preserves much of the dockyard arrangement visible on older plans. The rigging and repairing basins were combined into one larger basin and another lock was added, while smaller docks remained useful for River-class and mine-countermeasure vessels. A carrier-sized dock in the obvious remaining space would occupy much of the access area. Incremental modernization preserved working facilities while narrowing the choices for a later major project.

Portsmouth modernized within a historic dockyard footprint
Portsmouth combined older basins and added a lock, yet much of the inherited dock pattern survived and restricted later expansion.
