Crew growth must precede faster shipbuilding

Turning on the shipyard pipeline too quickly creates empty hulls unless recruitment and training expand early enough to provide crews when the ships commission.

Notes

Rapid naval expansion faces a human constraint. Shipyards can accelerate steelwork and machinery faster than a navy can recruit and qualify complete crews. Personnel recruitment and training therefore need to begin before shipbuilding accelerates fully. Otherwise new ships arrive before engineers, warfare specialists, maintainers, and command teams are ready to operate them.
