Better fleet AA would provoke enemy adaptation

The counterfactual cannot freeze Axis tactics: heavier British AA losses could accelerate stand-off guided-bomb programmes and change the threat by 1942 or 1943.

Notes

If high-angle 4.7-inch batteries impose greater losses in Norway and the Mediterranean, the Axis powers must choose how to respond. Germany historically developed radio-guided glide bombs, and stronger incentives might bring weapons such as Fritz X or Hs 293 forward. This possibility limits confident predictions beyond the early war. Adversary adaptation can erode an apparently decisive technical advantage.
