How an Allied Ottoman Empire complicates naval arms control

An Ottoman state that fought with the Allies would have a credible claim to a seat in postwar naval-treaty negotiations.

Notes

An Ottoman Empire that survived the war on the Allied side could seek a place in naval-treaty negotiations. Two or three capital ships, including Yavuz, would support that claim to participation. Pre-dreadnoughts could also matter, as they did when counting French and Italian strength. Admitting the Ottomans would make it harder to exclude Greece and South American naval powers. The result would be a broader negotiation over which navies deserved recognition and how to rank their fleets.
