Once many navies fund a module standard, each new participant faces lower development and procurement costs. The network could extend beyond MEKO buyers to governments accustomed to French, American, or other suppliers. Existing members might pull partner programmes into the standard, while technically ambitious customers such as Israel could push it toward further development. Wider adoption would make the next sale easier without requiring every navy to buy the same hull.

A shared module market lowers entry costs for more navies
More participating navies spread development costs, reduce the price of entry, and make the common modules attractive beyond the original MEKO customer group.
