A surface raider operating far from support becomes especially vulnerable after sustaining damage. Graf Spee's arrival at Montevideo illustrates the problem: its location was known while Ark Royal and Renown were approaching. A crew cannot rapidly replace home-country industrial support, repair facilities or unavailable spare parts. In the proposed anti-shipping mission, even an attack that fails to sink its target could therefore constrain the raider's operations. Some attacking Harriers and their pilots could be lost. That risk has to be weighed against leaving a Kirov or Udaloy free to continue causing damage.
