Why Fisher could not use 1930s-style industrial policy

Fisher's technical ambition was constrained by a Victorian state less willing to subsidize suppliers or organize new shipbuilding skills.

Notes

Fisher's constraints in the 1890s differed from Admiral Henderson's ability in the 1930s to support private armament and armour production. Fisher worked when government was less willing to subsidize industrial expansion or organize workforce changes such as replacing riveting with welding. Even a technically adventurous Third Sea Lord could not simply order the national supplier base to acquire new capabilities. Personal reforming energy still depended on the state and industrial machinery needed to turn a preferred technology into mass production.
