Moving the uncounted threshold to 12,000 tons makes a Hermes-sized carrier more workable than the historical sub-10,000-ton loophole. Britain could build small carriers for trade protection while reserving its counted allowance for larger fleet carriers. A fleet carrier could be purpose-built up to 27,000 tons, allowing ten such ships within the proposed British allowance. Japan would have the same opportunity to build more practical small carriers.
