Lifeboat construction as a latent naval industrial base

Civilian lifeboat procurement can keep several small-vessel designers, hull forms, and engine suppliers active for a navy that later needs patrol craft.

Notes

The RNLI is an example of a civilian customer sustaining several sizes and types of capable small hull. Lifeboat orders keep design houses, engine suppliers, and yards experienced in building fast craft for difficult seas. Those vessels are civilian craft, while the industrial knowledge behind them can be redirected toward patrol or attack craft when naval demand rises. Maintaining that ecosystem shortens regeneration because the Navy starts with working designs, suppliers, and skilled builders instead of rebuilding a small-craft industry from nothing.
