The administrative hierarchy runs from the kokutai air group to the hikotai of flying personnel and the smaller buntai supporting a shotai of aircraft. The kokutai commander and air officer sat above the officer leading the flying personnel, while fitters, maintainers, and administrative staff belonged to the larger organization. The kokutai could resemble a wing in size while still performing functions that Western navies often placed inside squadrons. Its place in the command chart matters more than an English label chosen solely from aircraft numbers.
