Question

Does Kirov fulfil the traditional cruiser role?

Short answer

Yes. Its nuclear endurance and concentrated firepower suit an independent global-presence cruiser more than a battleship role.

Notes

Kirov's mission fits an independent cruiser role in this interpretation. One ship can show the flag and compel attention through its concentrated missile firepower. Nuclear propulsion supports distant deployments without the same need for fuel bases or refuelling stops. Those characteristics explain the emphasis on global presence rather than battle-line employment.
