Hiburi combined elements of Mikura and Ukuru, with ships redirected from earlier orders into the class. Hitachi Zosen built all of them. The intended combination used Mikura's underwater form with upper hull and armament arrangements following Ukuru. Faster speed, longer range and stability were among the aims. The expected performance improvement did not materialise in this account. The design continued the effort to combine production standards with desired seagoing characteristics.
