Four 33,000-ton conversions would consume 132,000 tons of Japan's 162,000-ton carrier allowance. The later Amagi-class hulls were barely begun, while completing Tosa-class ships as battleships would narrow the conversion pool further. Japan must therefore balance nominal treaty permission against actual hull availability, yard capacity, and capital-ship priorities. If the Great Kanto earthquake still destroys Amagi, the program could finish with only three large conversions and a later need for a new purpose-built fleet carrier.

Japan must choose between battleships and carrier conversions
Japanese treaty gains collide with limited laid-down hulls, cumulative carrier tonnage, and the earthquake that historically destroyed Amagi.
