An interwar race in carriers and station cruisers

A treaty that recognizes large cruisers and more carriers would redirect interwar competition into those categories.

Notes

The proposed system would leave Britain with existing Tiger Cubs that can be retained or replaced, while the United States, Japan, France, and Italy have to invest in new designs. An unlimited lower category preserves ordinary 6-inch cruisers, but national prestige and technical competition shift toward regulated high-end station cruisers. More generous carrier allowances create a parallel contest in air-group size and ship quality. The interwar naval race therefore moves away from an exclusively dreadnought-centred competition and into the industrial capacity to build carriers and powerful cruisers well.
