Interpreting foreign designs has a long naval history

The Type 052's HQ-7 prompts comparisons with Roman use of Carthaginian shipbuilding and British adaptation of French 74-gun ships.

Notes

Reverse engineering can mean copying a system closely or interpreting it through a different research and industrial base. Roman builders adapted Carthaginian designs inherited from the Phoenicians, while the Royal Navy modified French 74-gun ships for British requirements. China's Crotale-derived HQ-7 followed the same interpretive logic rather than serving as a complete solution by itself. Effective air defence still required domestic sensors, command systems, trained personnel, and maintainers.
