Strategic infrastructure did not have to be sold to voters as preparation for another war. Railways, roads, ports, and yards could employ demobilised servicemen, move food and goods, and improve access to work after the First World War. Those civilian benefits would also make industrial production and imperial transport more resilient. The same investment could improve daily life in peace and provide infrastructure useful during a crisis.
