A gun-and-flight-deck hybrid may still be exposed to battle-line danger because officers cannot be assumed to keep it safely outside the firing line. A later conversion would be a major reconstruction: guns and structure must be removed, hangars and a longer deck added, and stability recalculated. The work consumes scarce yard space precisely when a navy may also need escorts, capital ships, and new construction. The apparent shortcut is therefore a fleet-wide procurement tradeoff rather than a simple path to a full carrier.

Hybrid carriers consume scarce shipyard capacity
Hybrid and partial-flight-deck designs carry operational risks, while later conversion into full carriers competes for limited yards and construction time.
