Hertha visited the United States for the Hudson-Fulton Celebration, a mission well suited to the class's overseas presence role. She had arrived at Tsingtao in 1899 and allowed the older ironclad Kaiser to return to Germany. Her size and accommodation made her a temporary flagship for the East Asia Squadron's deputy commander and later for the squadron commander. During a tour of Japan, she visited the Meiji Emperor. The cruiser advertised the arrival of a more modern German naval presence as she moved around the station. A three-month maintenance period in Hong Kong exposed that presence's dependence on a British-supported repair network. Sending a prestigious cruiser abroad was easier than building the docks, workshops, and supply system needed to sustain it independently.

Hertha's global presence depended on foreign dry docks
Hertha represented Germany at the Hudson-Fulton Celebration and carried admirals' flags in East Asia, yet the squadron still needed British-controlled Hong Kong for major maintenance.
