The 1904 Halifax plan combines a substantial dry dock with a naval coaling wharf, anchor wharf, hospital, and extensive railway access. Rail lines carried the heavy bulk materials that a fleet base consumed in quantities impractical for road transport. Coal, armor, machinery, stores, and other loads could move directly between the national transport network and the waterfront. The supporting hospital and specialized wharves broadened the base beyond ship repair alone. Sustaining Atlantic operations required inland logistics and maritime infrastructure to meet at the same site.
