Evaluating an electric-drive proposal did not establish that a complete propulsion installation had been tested. The proposed advantage in top speed also came with added weight. Germany had already concentrated development effort on powerful steam plants, and changing direction would require full-size tests, implementation and crews trained to use different systems. Manufacturers would also need suitable materials and the infrastructure to produce the equipment in quantity. Those steps would extend the programme before any claimed benefit could reach a completed ship.

Electric-drive development and the H-class timetable
A proposed electric-drive advantage brings testing, crew-training and manufacturing demands into the H-class construction schedule.
