Government turnover and naval programs

Frequent prime ministers and marine ministers made long naval programs harder to sustain through treaty talks and ship construction.

Notes

French prime ministerial turnover, the 1930 London Naval Treaty, and ministerial changes around Bearn show the cost of unstable governance. Five prime ministers led six ministries during the treaty's negotiation. One government lasted only nine days yet still changed the negotiating team and its aims. The wider pattern comprised 19 prime ministers across 34 ministries in 21 years, alongside 18 ministers of Marine serving 23 terms. This political system denied long procurement programs a consistent policy. Carrier doctrine, ships, and aircraft remained vulnerable to each new leader and revised set of aims.
