How a guaranteed sloop order could anchor a shipyard

A modest guaranteed naval order could give yards bankable income, attract machinery suppliers, and unlock commercial construction.

Notes

The proposal is not that Australian yards instantly outcompete Glasgow or Belfast. A predictable annual order would preserve a base workload and make investment in turbines, gearboxes, shafts, and guns credible. That guaranteed income could be shown to banks and used to attract firms such as turbine manufacturers to establish Australian capacity. Government tax incentives and commercial orders could then expand the industry, while patrol and coastguard vessels met the needs of a maritime continent.
