The Fubukis combined six 127 mm guns, nine torpedo tubes, reloads, and depth charges in a compact hull. The Washington Treaty did not force Japan to accept the resulting instability, because a broader and longer hull could have carried the same weapons more safely. The later Tribal class was only about a hundred tons heavier, showing how modest added displacement could buy safer proportions. Stability was a force-structure choice rather than an unavoidable flaw.

Fubuki-class firepower was formidable, but treaty freedom below 10,000 tons left room to solve its top-weight problem.
