Production gaps turn fleet cuts into ageing-ship problems

Reduced Type 23 numbers and interrupted replacement production leave a smaller fleet carrying rising maintenance costs as its youngest and oldest frigates age together.

Notes

The Type 23 programme fell from ambitions as high as 24 ships to 16 built for the Royal Navy, followed by three sales to Chile and further retirements. That contraction fits a recurring postwar pattern in which governments cut quickly and restore capacity slowly. The proposed alternative is a steadier, lower-rate production line that preserves industrial skill and prevents whole classes from ageing at once. By 2025 the youngest serving Type 23 dated from 2002 and the oldest from 1992, so hull and system age increasingly translated into expensive availability problems.
