Surface raiding was a workable strategy, and France had a stronger starting position than Germany because French territories could support cruisers around the world. Britain could neutralize those bases, but doing so would consume time and require amphibious and naval effort. France weakened that advantage by producing individual ships rather than repeatable classes. Guichen, Châteaurenault, and Jurien de la Gravière used three different boiler systems, multiplying the spares, expertise, and repair arrangements needed far from home. British construction was imperfect too, but its small classes gave the support system more than one ship for each machinery combination.

French raider bases versus one-off boiler logistics
France possessed an imperial support network well suited to surface raiding, but incompatible one-off machinery made that geographic advantage costly to use.
