Articles 13 through 18 tried to prevent treaty limits from being bypassed through reconverted warships, prepared merchant hulls, foreign customers, wartime seizure, or later transfers. Export ships had to remain within the same limits and their contracts, keel dates, and dimensions had to be reported to the other powers. Article 19 froze new Pacific fortifications and naval bases across specified American, British, and Japanese possessions. Its allowance for the customary replacement of worn equipment left enough interpretive room for disputes over how far bases, air defenses, and coastal weapons could be modernized.
